To change your store's region, you need to follow the steps here: link ➜ Change your Apple ID country or region - Apple Support
If you need to remove any gift card balance from your account and you have less balance then the cost of a single item, then contact Apple support directly by clicking here ➡️ contact Apple Support
Apple support can then remove any remaining balance from your account so you can complete the country change.
