Apple Watch storage full because music keeps downloading even with automatic downloads turned off

I’m an Apple Music subscriber and have been for a while, but recently, music played on my phone automatically downloads to my Apple Watch SE causing the storage to fill up. All the settings through the My Watch settings are turned off to download music automatically to my watch, and I’ve never added music manually. Yet, even after unpairing and repairing my watch to clear out the stored music, in about a week or so, I start getting messages on my watch that storage is full. How do I stop this from happening? It’s getting pretty frustrating to have to continually unpair and repair my watch every couple of weeks because the setting to stop downloads from happening doesn’t seem to work. I’m almost to the point of cancelling my Apple Music subscription just to prevent the Music app from filling my watch up with music.
