Locked Out of new iphone SE during Setup

I was setting up my new phone SE 2nd Gen using the data from my old iphone SE 1st gen and somehow got locked out. My old passcode and new passcode are not opening the phone. I cannot restore it using itunes. A hard reset only leaves me with the passcode again. How can I unlock the phone to finish setup?

For help with an incorrect passcode, test connecting your iPhone to a computer to enter recovery mode and restore. The steps found in the article here can assist: If you forgot your iPhone passcode - Apple Support


Essentially you'll need to ensure the reset is completed with your device connected to the computer, and you iPhone is initially powered off. When done correctly you'll see the recovery mode screen as pictured in the article.
