does duplicates option in the side bar only show when I have duplicates in my library? same as on iPhone?

Yes. The Duplicaates folder only appears when it detects duplicate images in the library But it usually takes a day or so for the duplicates to get identified and added to the Duplicates folder.
What kind of answer is that? My question makes sense if you look at the relayed article. Does duplicates only show when duplicates are detected? As duplicates does not show while I have duplicates.
