I changed out my phone today and swapped the SiM .
I ask Siri to call a contact, just like I did on my previous phone and she tells me “ she does not have that contact “ then she ask me if I ask her to call a totally different contact.
I have went through the SIRI voice recognition several times

If this issue is occurring with a specific contact, try deleting the contact and adding it back to see if the same thing occurs. Also restart the iPhone. Sometimes restarting can help resolve unexpected issues like the one you're having: Restart your iPhone - Apple Support
