When Apple Fitness will be available in other EU countries, for example, Latvia, Estonia, and Lithuania?

I just bought Apple Watch Ultra. Previously I owned Fenix 3X and Fenix 5x Plus for a long time. As an Apple fan, I decided to give Apple Watch a chance. I was surprised that Apple Fitnes+ is a limited service which is not so much of a surprise from Apple's side. But it looks wrong if this service is available in some parts of the EU but for example, in the Baltics, it's not. Is there any solution to sign some application for Apple to get Fitness+ to other EU countries or only solution is to act like an illegal criminal and play with regions etc.?

apple are not really known for sharing their longer-term plans, so no one here would know and if some did then I would expect them to be under some sort of nondisclosure agreement.
