I think this is a bug. When I try to save page as PDF and leave "Scaling" at "%100" it gives an error.
To solve this you should click scaling, When you click it "%" symbol removed from its value. Now you can print or save as pdf when scaling text box still focused.

It's clearly something Apple still needs to fix. Be patient; they will get to it — eventually.
I have same bug too. It is written as 100% by default in the print box, and if we print it this way, we get the error shared by Can. If we write the value manually without using the % sign, printing starts without problems.
The bug still exists; it says (in Turkish): "Ölçek" alanındaki değer aralık dışında. Geçerli bir değere sıfırlanıyor. Erasing the percent sign (%) solves the problem.
I have the same problem. The suggested method of clicking on %100 and thus making the percentage sign disappear to enable printing works.

This is almost certain to be a localization bug.
In Turkish, is it customary to precede a percentage value with the % symbol? In other words, if you want the document to be printed at full size, which is correct: %100 or 100%?
I am glad that I am not having this problem anymore since I upgraded to 13.3.

I have never used the previous version before Ventura. Seems easy to fix but still I have this issue on my Mac. Hope it will be fixed soon!
P.S. Workaround fixes the issue but requires doing the same thing for each PDF generation.
%100 is the correct usage in Turkish. I can confirm that it does not happen on Monterey. It prints without any problem even if "Scaling: %100"
