iCloud storage and the physical storage on your iPhone are two completely different things. iCloud storage does not increase the physical storage on your iPhone at all. But there some things you can do now to help free up some space on your iPhone. You can turn on iCloud Photos and Optimize iPhone Storage. Your photos will be uploaded to iCloud but still be available on your iPhone. The photos on your iPhone will be replaced by smaller-sized versions.
Under Music you can turn on Optimize Storage which will remove music that you haven’t played in a long time. If you want to play it you’ll have to re-download it, however.
