To drag icons and files you move the cursor on to icon, press down and drag to new locations, then release.
You can usually re-arrange icons in the dock by dragging one at a time to a new location in the dock.
(If you drag an icon from dock to desktop, it "disappears" from the dock,
yet the app remains in the applications folder, and dragging icon from applications back to dock replaces it.)
Files saved on the desktop can also be dragged to new locations on the desktop.
or
a 2 finger press anywhere on the desktop brings up a menu where you can choose "new folder",
and then you can drag files into folders created for them on the desktop.
