pending transaction
There’s a charge pending for an app called paired, we should not be charged god this but there’s no way to stop it rn?

If you read the second section of the document that you came from (Request a refund for apps or content that you bought from Apple - Apple Support) which is linked at the top of this thread, it specifically deals with the issue you describe.
It states that if the charge is pending, you cannot request a refund at that time. You have to wait until the charge has gone through and then request the refund. This is under the heading In that article) If you can't request a refund on reportaproblem.apple.com
