Can I manually change which category an app is in?
Some of my apps are not categorize properly in their default library folders. Is there a way to manually adjust where they show up?

Presumably you refer to the iPadOS App Library. The App Library automatically curates Apps into App Library Groups that cannot be manually altered.
While the App Library groups cannot be changed, or Apps moved between them, you can arrange all Apps that placed on your Home Screen(s) into App Folders of your own choice - allowing you to group Apps as you wish.
