Is iPad Face ID vs Fingerprint ID a Model/iPad Version or an IOS variable?

I am trying to set up fingerprint ID on a new IPad. I can bring up a screen that says place your finger and on outline of a thumb print. I says place finger on the top button. Face ID is only avaliable on iPad Pro. On the Normal iPad and the iPad Air Touch ID is avaliable
