While we aren't completely understanding what is happening with your iPhone, let's make sure you don't have an Assistive Touch feature switched on: Use AssistiveTouch on your iPhone, iPad or iPod touch
Try going to Settings > Accessibility > Touch > AssistiveTouch, then turn off AssistiveTouch.

I have experienced the same issue with the iphone 13. None of my previous iphones scrolled randomly. I have phoned apple, been to the genius bar and exhausted all avenues and it still does it. It is really irritating when you are looking at websites and it randomly scrolls upwards. Perhaps the developers need to look into it….
