Can you describe your statement further with details? Not sure what you mean by "add small mail icon to the dock bar". If you want the Apple Mail app icon on the dock then you can simply drag it on the dock. If you have no room on the dock then remove one of the apps and make room for the Mail app.

I understand that you are referring to the Apple Mail app on the iPhone.

Try the following:

(1) Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:

• Press and quickly release Volume UP button
• Press and quickly release Volume DOWN button
• Press and Hold the SIDE button until an Apple logo appears and then release the Side button (Can take up to 20 seconds. (DO NOT release Side Button when invited to Slide Power OFF). 

(2)  If the above does not work then - Try deleting the Mail app completely from the iPhone and then re-installing it by downloading it from the App Store. You may have to add all of your email accounts again if you do this.
