I still do not see any update on my iphone XS. Iam still stucked with 15.7.1. Any idea why? I think i tried some beta version before. Maybe this is issue? If i can not go up, can i go down to make ios16 available?

Have you install / use iOS Beta version?, if so remove the beta profile (Settings -> General -> VPN & Device Management).
Then Restart your iPhone and check for updates again.
