Resetting Apple TV without it seeing the remote

I cannot get my Apple TV HD to connect to the remote. I see the light on the box flashing but the screen stay's frozen. Unplugging does not solve the problem. Tried both resetting and re-pairing the remote. I need to reset the device back to factory settings but since I can't get to the reset menu, I'm hooped. The only thing I can find online is resetting using iTunes, but iTunes is not compatible with OS13. Help?

If you have an iPhone or iPad, you can set up the Apple TV remote on it to navigate. Learn more here: Set up the Apple TV Remote on your iPhone or iPad.

Add the Apple TV Remote to Control Center
• If you have the latest version of iOS or iPadOS, the Apple TV Remote is automatically added to Control Center.
• If you have an earlier version of iOS or iPadOS, manually add the Apple TV Remote to Control Center. Go to Settings > Control Center, and tap Add next to Apple TV Remote.
