An Apple ID that has had two-factor authentication enabled for more than two weeks, or that was created with two-factor authentication enabled, cannot have it disabled. If two-factor authentication has been enabled less than two weeks, see the mail message received when it was enabled.
Two-step verification is different, older, and can be disabled.
