The following article explains how notifications work when you are using both a iPhone, and an Apple Watch. Notifications on your Apple Watch - Apple Support
If your iPhone is unlocked, you get notifications on your iPhone instead of your Apple Watch.
If your iPhone is locked or asleep, you get notifications on your Apple Watch, unless your Apple Watch is locked.

I too would like to be able to receive or at least have the option of receiving sound notifications on both iWatch and iPhone. The biggest issue I have with the one or the other alert option is that if I use my iWatch for alerts instead of my iPhone and put my iWatch on the charger at night it is not switching the sound alert to my locked iPhone. That means I am missing important text alerts at night. It is very inconvenient to have to switch the notifications on the iWatch or iPhone from one to the other depending on what's going on during the day, meetings, driving, etc.... It would be great if I could get the silent vibrate notification on my watch and sound notification on my iPhone or vice versa at the same time. Come on Apple, I know you are capable of doing a software update for this issue in no time, please consider.

Then something is wrong. That is not the way it is supposed to work and not the way it works for the vast majority of Watch users. If the Watch is locked the notifications should automatically sound/appear on your phone. Start by unpairing and re-pairing your watch.
Also, check to make sure that you don't have Focus enabled on your Phone at night.
