Why does it say my phone needs to cool down to make me Face ID work but I have left my phone off all day and it’s is not warm and it still doesn’t work?

Harry ~ 82% is close to the borderline unhealthy mark which is ~80%. The weak, aging battery could well be the cause of the problems you're seeing. Have the battery replaced:

With your iPhone showing a temperature warning, you want to make sure that iPhone is being kept in an environment that is between the recommended temperatures 0º and 35º C (32º to 95º F).
Makes sure that you're running the latest software version in Settings and that any connected accessories such as charging cables and cases have been removed.
You can find these details and more If your iPhone, iPad, or iPod touch gets too hot or too cold.

thank you, but I have tried many solutions but there has been no change with my Face ID or the “temperature of my phone” and do not know of any shops in the area that can help fix this problem.
Yes my iPhone still has its original battery and and the maximum capacity is 82%
