So I deleted it from my iPhone and now cannot set it up. I get an error message, "The IMAP Server "imap-mail.outlook.com does not support Password authentication." Also, cannot send emails from iPad and PC

You maybe required to use a password authentication app to access email using Apple built in app. Confirm that with Microsoft support.
hotmail account will not send emails
