How can you find out who received a gift card code. someone is getting my 80 year old dad to buy these cards, i want to find out who is is..

There is no way form your side to do this. You would need to look in your father's devices and see what number or email the request is coming from.
Then contact the police and file a report so they can look into it.
Also, tell your dad to stop buying gift cards. No real Apple Support will require gift cards for any help or service the provide.
