Thanks for that info from the app store. My own Translate app on my iPad did not have any of the languages in red, but after playing with the languages settings list and a restart, it now does have them. You might want to try that.
Odd that the basic Apple iOS feature availability reference does not have the full list.

That’s simply untrue, you clearly don’t know what you’re talking about. Here’s a screenshot from the current AppStore page of Translate for iPhone.

I’ve not done that but what’s the country that phone number is for? Do you know a page that lists similar numbers for different countries?
