MAC Studio running Ventura Overscan slider does not show on the display screen

I have a new MAC Studio running Ventura. I have it connected to an Element 40" TV via HDMI and the edges are off the screen. The Overscan slider does not show on the Settings/Displays screen. I have tried changing the graphics settings in Terminal, didn't work. I have tried connecting the TV via a VGA adapter to Thunder but it doesn't seem to be sending a signal.

This is really frustrating on a new system. Any help is greatly appreciated.
