Apple Pay is a mechanism with which you can make payments at stores or online. You don't add Apple Pay. You add cards to be used with Apple Pay.
You can add your credit or debit card to the wallet app to be used with Apple Pay by following the steps in the support document you posted from: Set up Apple Pay - Apple Support
If you are getting an error or just the "Learn More" popup, when tapping on the ⨁ icon at the top right corner of the wallet app, the make sure your iPhone is set to a region that actually supports Apple Pay in Settings ➡️ General ➡️ Language & Region ➡️ Region.
