Silence and Allow Notifications the same--cant differentiate one from the other.

Confused about setting the "Silence Notification From" and "Allow Notifications From" lists in any of the Focus's.

If I add apps to "Silence Notifications From" list they also pop up in the "Allow Notifications From" list.

When I delete apps from the "Silence Notifications From" list, they are deleted from the "Allow Notifications From" list.

And vice versa. If im trying to manipulate the "Allow Notifications From" list, whatever change I make is made in the "Silence Notifications From" list. So the lists are the same because any change I make in one is made in the other which of course doesnt make sense because an app cant be allowed and silenced at the same time.

So I cant fine tune any of the Focus options. Is anyone else having this problem? Focus is essentially useless for me and I've had to turn them all off with this 16.1.1 update because whats is in one or deleted from one, automatically shows up in the other or is deleted from the other.
