Thread and Apple TV

I bought another Apple TV (Thread) for another room, I just did a quick set up. It is connected via ethernet using an extender. It is not set up using my Apple ID. I do not see the Apple TV as a Thread Router via the EVE App, does it have to be set up using my Apple ID and having HomeKit set up on the Apple TV for me to see it as a Thread Router? TIA

I do already have HomePod Minis and Eve devices which all show up in the Eve App. So does this new Apple TV have to be set up using my Apple ID to take advantage of the Tread router and for me to be able to see it in the Eve App.
