Home Automation does not work with Apple tv as hub

Device - Apple TV 4K (2021).

When Apple TV is set as Home Hub the Home Automation doesn’t work with Apple TV 'Play Audio' or Apple TV 'Resume Audio' when the event Anyone Arrives Home applied.

Despite that, it shows on iPhone that music on Apple TV is playing while Apple TV is still switched off (sleep and status light off).

But similar Home Automation works for Apple TV 'Pause audio' when event Anyone Leaves Home.

Same Apple TV Home Automations with the same events works fine when iPad set as Home Hub.

Anyone knows solution?
