How do I change my region in order to add cards in my Apple Pay

Go to Settings->General->Language & Region->Region and set it to a region where Apple Pay is supported.

click here ➜ Countries and regions that support Apple Pay - Apple Support


Do note, the card must be from the region you have the phone set to.
