can't add family members. option doesn't even show up

Want to create a new Apple ID for my kid and add him to my family. The option of adding new members to the family under Settings>Family or Family Sharing doesn't even show up. Any ideas? I am using IOS 16.1.1

That’s the point. The circle with the head and shoulders icon in the upper right corner is not there.

To add a family member to Family Sharing, if you are the Family Organizer, go to Settings>Family, then in the upper right corner of the screen, tap on the circle with the head and shoulders icon. Then you can select suggestion to invite, or the + to invite others, or the Create Child Account. See this for more explanation. Set up Family Sharing - Apple Support
