My card was hacked so I had to get a new one. I'm trying to delete the old and add the new, but I can't: it says by way of explanation "one must be on file at all times." Yes, I agree but I can't add a new one if the old one had to be destroyed. Please help :)

You need to add the new card before you can remove the old one.
You can add the new card separately and then remove the old one once the new one has been verified. Wether the old card exists or not should not stop you from adding a new one.
