I wouldn't recommend a purchase of an iMac (2010). The latest version of macOS it's compatible with, macOS High Sierra, is no longer supported and the Mac is obsolete.
However, to reinstall macOS, you can try to use macOS Internet Recovery by holding Option-Command-R at startup: Reinstall macOS - Apple Support.
If that doesn't work, you can purchase a genuine Mac OS X Snow Leopard install disc from a third-party source, as Apple no longer sells them, and use it to reinstall OS X. You can then use this article, How to download macOS - Apple Support, to upgrade to OS X El Capitan, and after that, macOS High Sierra.
