How do I make a site trusted?

When trying to navigate government or business websites, the iPad rewrites the page often disabling buttons to communicate with the site. The writing is enlarged and visible but I cannot click to go to a desired page. No pictures or buttons are included or these are not functional. This stops me from using these sites to apply, pay or register for a service on the site. I think if I could let the defense program know that I trust this site, I could effectively operate the choices on the site. How do I do this? Or is there something else I need to do?

This happens on my iPhone and iPad.
