Disabling maOS Ventura "Keyboard Navigation" (after enabling it) does not work

I enabled "Keyboard Navigation" within macOS Venturea 13.0.1. All good, but not what I expected.

So now I am trying to *disable* this option within the keyboard settings but the functionality is enabled. It does not matter how often I "enable" and "disable" it again - it stays enabled all the time, including after restarts.

Anyone affected?

Anyone knows about a "defaults" option to disable via CLI?

( Its this option: Verwenden der Tastatur wie eine Maus mit dem Mac - Apple Support (DE)

Check also to make sure that Full Keyboard Access in your Accessibility preferences is turned OFF.
