In the Preview User Guide it says "Rotate a shape: Select the shape and place the pointer over it, place your thumb and a finger on the trackpad, then pivot them around each other as if you’re turning a jar lid."
Well I have tried and tried and tried and failed. All the shape does is move horizontally and vertically. Has this facility changed with the latest OS version and/or is there another way to achieve this?

Well, I use my thumb and index finger. I don't put either on the shape but well outside it.
Just to add, make sure not to press down on the trackpad. Just rest them lightly.
When you say "a tad tricky" that implies there is a way to do it. I find it impossible. Is there a special place on the mousepad to put your fingers? Putting both fingers on the shape brings up the menu "Bring Forward, Bring to Front, Send Backward & Send to Back" and simply allows horizontal and vertical movement.

No. It still works the same.
FWIW, etrecheck is correct, nothing has changed. However, just trying it myself it's a tad tricky to accomplish.
