Work around
Apple Watch given to me by family member who can not remember login, password and phone number is not correct. It’s locked and will not pair to my apple phone. Is there a work around?

No. A workaround would be against all security requirements of losing an Apple device
The family member who gave it you needs to take the following steps before you can use it
Click here > What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else - Apple Support
If they don't remember the Apple ID AND, password AND the phone number - then they must contact Apple Support for assistance
If they are deceased then Apple Support will meed death certificates and proof of inheritance.
