Why is my location set to mainland china on a new iPad and why can't I change the country code?

You can change your Apple ID region by following these steps: Change your Apple ID country or region - Apple Support
"Use your iPhone or iPad to change your region
- Open the Settings app.
- Tap your name, then tap Media & Purchases.
- Tap View Account. You might be asked to sign in.
- Tap Country/Region.
- Tap Change Country or Region.
- Tap your new country or region, then review the Terms & Conditions.
- Tap Agree in the upper-right corner, then tap Agree again to confirm.
- Select a payment method and enter your new payment information and billing address, then tap Next. You must enter a valid payment method for your new country or region.*
Should this not resolve your issue please share additional details about what you're experiencing. If you're looking to change a country code related to a phone number it would be necessary to work with a carrier.
