Get an Apple ID without an apple device
Can I set up an account for someone under 13 if I don't have an Apple device.

Setting up a child account has to be done as the Organizer of a Family Sharing group set up. See Create an Apple ID for your child - Apple Support
Managing a Family group has to be done on Apple hardware. In theory you could borrow Apple hardware and set up Family Sharing and the account but you wouldn't be able to manage it without Apple hardware.
