They charged my card for a purchase that I didn't make and it's the second time it happens

You may want to contact Apple and go over this with them.Is this showing up in your device? Anyone have access to this device or your Apple ID? Are you in Family Sharing? You may want to check with your credit card company as well.

You need to contact your bank. If the person that used your code logged in to your Apple ID, Apple can help. But other than that there’s nothing Apple can do.
Can you tell me what product or subscription that charge is?
You also may want to google that phone number; I believe I saw that it was a well known scam. Contact your bank and change your credentials.
