Record in camera is not there

So, the record option in my camera is not there. I have IPhone 10 and I have tried the going to Settings - Perserve - Turing on everything but the thing is Creative Controls are not there and I probably think that’s the problem because it may need to be turned on but it does not appear. Someone please help!
