Text (SMS) and picture messages (MMS) are carrier services. You can check:
- SMS requires a cellular voice connection
- MMS requires a cellular data connection (it cannot use Wi-Fi) as well as a voice connection
- For MMS you must turn it on in Settings/Messages
If none of these are causing the issue you must contact your carrier’s tech support.
