iCloud uses Apple ID credentials.

Learn how to remove a device from a previous owner's account.
If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.

Each Apple device is linked/associated with an Apple ID of the person who did the setup.
Activation Lock prevents anyone who is not the owner from using this iPhone.
To unlock the Phone, you need the Apple ID and password of the previous owner, that were used during set up.
So you have to contact the previous owner.
The previous owner has to read -> this Apple article: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch
What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support
Then the previous owner has to remove the iPhone from his account, see this Apple article:
Check your Apple ID device list to see where you're signed in

Then you can sign in with own your Apple ID.

Hi! Thank you for your reply. I have another problem. The former owner, the one whose job I have now and whose phone I use now, isn’t using a iPhone anymore. And she doesn’t know the password of her former Apple id. So she can’t remove this list from her Apple id… What can I do now?
Looks like she's not allowed to give that company iPhone to you.
She can contact her former employer and ask whether her former employer wants to make the iPhone suitable for private use.
If not, you can't use that iPhone.
It is a company phone and she was the first owner. My boss did not realise that the first owner had to disconnect the phone from her Apple id. And she did not give her password to him when she left the company. I contacted the first owner but she doesn’t remember the password.

Your boss can contact Apple support for help, -> Get Support (apple.com)
He / she has to show proof of ownership of the product, provide all documentation showing the purchase of the device.
If he / she does not has additional proof of ownership, contact the store where the iPhone is purcahsed. They may be able to provide the original purchase document.
Once Apple receive your proof of ownership, Apple will further review your request and provide an update.
My boss doesn’t know how to make the phone suitable for me. It is not for private but work use. By the way, I do use the phone for making calls. But when I need to update my phone/apps, or want new apps. I need the old Apple id. I use my own Apple id for my own, other, private iphone.
In the last sentence I meant she can’t remove this phone from her Apple id.
