How do I change the name of family manager from another member to myself? Apple support gives me every option but that one.

You cannot.
To change the Family Organizer, the current organizer must disband the current family group, and the new Family Organizer needs to create a new Family Group and invite everyone to it. Note, that this can only happen once year.
