dropbox versus ICloud

If I transfer my Dropbox files to iCloud for better synchronization, can I also retain the files on my computer? i.e. available for use without access to the Cloud?

Yes. If you don't turn on "Optimize Mac Storage" in Apple menu > System Preferences > Apple ID > iCloud then there will always be a local copy of iCloud Drive files on your Mac. If you do turn that option, there may or may not be a local copy depending on the free space on your Mac.

There is a similar option for Photos in the Photos app Preferences
