iMessage blue but not saying delivered

So I messaged my ex and he has an iPhone SE I think and we share locations but earlier when I messaged him it didn’t deliver but it is still blue. And it didn’t even try to send it as a text like when you message another person with an iPhone and their phone is dead it goes green but it didn’t even do that. Did he block my number or what’s going on ?
