Are you trying to get the iPhone camera flash to blink when you're getting notifications or alerts?

If so, here are the steps to do it.

How to turn on LED Flash for Alerts on your iPhone

Open the Settings app, tap Accessibility, then tap Audio/Visual.
Turn on LED Flash for Alerts.

To prevent LED flashes when your iPhone or iPad* is in silent mode, turn off Flash on Silent.

LED Flash for Alerts works only when your device is locked.
