The upload process for Apps is taking over a week. My other iPad Pro 10.5 is updated and I have the iPhone 12 pro max. I am connected to wifi, and my new iPad is updated to 15.1. How can I make this process faster, so I can use my new iPad?

Having transferred your data and settings to your new iPad, in rare circumstances the download and installation of associated Apps can stall.
Try a long-touch (i.e., touch and hold) of any App that appears to be stuck; next select Prioritise Download. This will usually kick-start and complete the App installation process.
Thanks Lotus. You are right. I prioritized or deleted every app that I could. Has decreased by 1 GB today out of 60 GB remaining to download.
