Blue question mark in place of images in mail

Can someone help me figure out how to get images to load in mail? I am getting newsletters sent to me. I know the image URL works because it looks perfect when I put the image URL in a new window it loads fine,


but in my email is is that blue question mark in place of the header:


I have checked mail preferences / privacy and I think I have the right setting:

Welcome to Apple Support Communities. Does this happen in any particular email accounts, if you use multiple? From Mail > Preferences, click on Accounts then go to the Account Information tab. For each account, check your 'Download Attachments' setting. This and other Mail preferences are further explained in Change Account Information preferences in Mail on Mac.
