A circle with a line or slash through it means that the selected startup disk contains a Mac operating system, but it's not a macOS that your Mac can use. You should reinstall macOS on that disk.

Can’t do that says can’t create preboot volume for apfs
Oh wait, does "OSX based system" mean you're trying to install to OSX Base System?
If so you cannot & may mean your Hard Drive is dead, or wrong Format.
