Blocked Contacts in Mail

I'm lost as to how the option to Block contacts in Mail works. I block many recurring spam and they still show up in my inbox or junk mail folder, even with the red slashed circle.

I'm running Ventura on an iMac 1.

Is this a glitch or is there something I'm missing?

Thank you

iMac 24″, macOS 13.0

Block or unblock senders in Mail on Mac - Apple Support (CA)

Most Blocked Sender I have are auto Moved to Junk folder and never arrive to Inbox.

That is unless the Spammer has changed the Domain Name in their address then the whole process of Blockin starts anew
