If you want to run Ventura, yes. A 2011 iMac cannot be upgraded further.

10.13.6 is the last possible upgrade. See the following from Identify your iMac model - Apple Support

iMac (21.5-inch, Mid 2011)

Model Identifier: iMac12,1

Part Number: MC309xx/A, MC812xx/A

Latest compatible operating system: macOS High Sierra 10.13.6

You would need a new computer if you want to upgrade to Ventura (or to any of the 4 upgrades between High Sierra and Ventura)

If you want to continue using the 2011 iMac, it would be a good idea for security reasons to use a 3rd party browser that supports running its current version on High Sierra rather than running the outdated Safari. One option is Chrome. See: https://www.google.com/chrome/
